Mike Kosdrosky became Executive Director of the Aspen/Pitkin County Housing Authority (APCHA) in January 2015. Mike is responsible for overseeing the strategic planning, policy making, and operations for APCHA’s 3,000-unit deed restricted workforce housing program with a market value exceeding $3 billion – the largest program per capita in North America, if not the world. Mike has his Masters in Public Administration (MPA) from the University of Colorado Denver and is a certified Economic Development Finance Professional. Mike has his bachelor’s degree in political science and minor in economics from Ashland University and was a John M. Ashbrook Center for Public Affairs scholar.

Mike is a public administration change agent with over twenty years of entrepreneurial leadership experience in the private, public, and nonprofit sectors. His expertise includes strategic planning, public policy, project/program management, economic development, finance, and operational intelligence. He believes strong communities are built on trusted relationships, respectful debates, and shared interests, and has practiced that philosophy his entire career.

Under Mike’s leadership, APCHA has made substantial progress toward modernizing its operations, policies, and assets, including creating the vision and strategy to build one of the most sophisticated Housing Information Management Systems (H.I.M.S.) in the country. Mike’s goals for APCHA are to transform it into a fully efficient, transparent, and sustainable market for the long-term economic benefit of the City of Aspen and Pitkin County.
