Burlingame Ranch Phase III
The following are the priorities among competing bids for each type of unit for any future sales of Burlingame Ranch Phase III.
**The requirement for years refers to consecutive years of full-time employment (as defined in these Regulations within City of Aspen Urban Growth Boundary (UGB) immediately prior to application for all types of units noted below. City of Aspen Resolution #106, Series of 2023 Burlingame Ranch Phase 3 Affordable Housing Unit Sales as approved on 7/11/2023 was also used to help guide the creation of these definitions and priorities.
Qualified Persons: To be considered a qualified person in the top priorities for the Burlingame Ranch Phase III lottery, anyone over the age of 19 must be working full time (1500 hours) within the City of Aspen Urban Growth Boundary (UGB). If applicant works both inside and outside of the UGB, 75% of total income earned must be within the UGB to be considered top priority. Those working within Pitkin County, but outside of the UGB will be eligible in the count for household size to meet minimum occupancy as long as one household member is working full-time within the UGB. Households working full-time within Pitkin County, but outside the UGB will be eligible to bid in the lotteries, but at a lower priority.
Retirees: Must be eligible for retirement per APCHA Regulations (see Part III.2.B.2.C). For priorities as listed below, retiree must prove full time consecutive work history of 10+ years within Pitkin County. To be considered a top priority, the applicant will have to prove their last full-time employer was located within the UGB.
Disabled Applicants: Must be eligible per APCHA Regulations (see Part III.2.B.2.C). For priorities as listed below, disabled applicant must prove full time consecutive work history of 4+ years within Pitkin County. To be considered a top priority, the applicant will have to prove their last full-time employer was located within the UGB.
Right Sizing: For Burlingame Ranch III initial lottery, five current APCHA owner households can leverage the ability to have a super priority to downsize to a unit for which they meet occupancy, employment, and category requirements. To be considered for downsizing super priority, applicants must meet the minimum occupancy and category requirements per the APCHA Regulations. Applicants must have at least one household member currently working full-time within the UGB to be considered a top priority applicant with a super priority to downsize.
Urban Growth Boundary: As of 2015 and defined on this document: City of Aspen Urban Growth Boundary
In-complex: As determined by the APCHA Regulations (see Part V.2.C.1.D), no current owners from Burlingame Phase I or Phase II will be able to apply for in-complex priority as the project is not considered complete until all Phase III units have had their initial sale, after which all owners in Burlingame Ranch will be considered for in-complex priorities. While all future in-complex applicants will have to meet normal APCHA Regulation requirements, City of Aspen Resolution #106, Series of 2023 Burlingame Ranch Phase 3 Affordable Housing Unit Sales states that all Burlingame Ranch Phase III units will give top priority to applicants with at least one household member working full-time within the UGB.
Proving full-time employment: All applicants who wish to participate in Burlingame Ranch Phase III lotteries for the initial sale and any future sale will have to qualify through the normal APCHA qualification process. In addition, all bids must be accompanied by an Employment Verification Form and current paycheck stub for all current employers. Self-employed applicants will have to provide a list of all current clients, addresses, and invoices that prove full-time employment within the UGB. To be considered top priority, self-employed applicants will have to show that 75% of total income is earned within the UGB. Employment Verification Form

- 1 Bedroom Unit: Priority 1.a
- Explanation: Household has at least one person with 4 or more years of full-time consecutive employment within Pitkin County and has at least one person currently employed within the City of Aspen Urban Growth Boundary.
- 2 Bedroom Unit: Priority 1.a
- Explanation: Household hold has at least one person with 4 or more years of full-time consecutive employment within Pitkin County and has at least one person currently employed within the City of Aspen Urban Growth Boundary. The second applicant does not work full-time within the UGB, however, they are still working within Pitkin County so they would be counted towards occupancy of two.
- 3 Bedroom Unit: Priority 7.a
- Explanation: Household hold has at least one person with 4 or more years of full-time consecutive employment within Pitkin County and has at least one person currently employed within the City of Aspen Urban Growth Boundary. The second applicant does not work full-time within the UGB, however, they are still working within Pitkin County so they would be counted towards occupancy of two.

- Explanation: Household does not have any member currently working full-time within the City of Aspen Urban Growth Boundary. Household however, does have at least one person working full-time within Pitkin County for 3 consecutive years.
- 2 Bedroom Unit: Priority 2.b
- Explanation: Household does not have any member currently working full-time within the City of Aspen Urban Growth Boundary. Household however, does have at least one person working full-time within Pitkin County for 3 consecutive years. With two dependents, household would meet minimum for a two bedroom.
- 3 Bedroom Unit: Priority 2.b
- Explanation: Household does not have any member currently working full-time within the City of Aspen Urban Growth Boundary. - Explanation: Household has at least one person with 1 to 3 years full-time consecutive employment within Pitkin County and has at least one person currently employed within the City of Aspen Urban Growth Boundary. Because there are two household members working within Pitkin County, they meet minimum occupancy for a two bedroom.
