APCHA Guidelines Consultant Policy Study

The Aspen Pitkin County Housing Authority contracted with the team of Navigate, LLC, WSW Consulting, and Rees Consulting, Inc., to conduct a comprehensive review of its affordable housing program to ensure it is meeting the intended purpose as stated in the Aspen/Pitkin County Employee Housing Guidelines.

Purpose

The purpose of the analysis was to help APCHA understand:

  1. The ability for its housing program to serve employed households in Pitkin County
  2. Where the program has been most effective
  3. Where improvements could be made to better meet the intended goals of APCHA’s workforce housing program
  4. Potential policy changes that could help APCHA better meet its goals

The report answers the primary questions regarding the following:

  • Affordability
  • Income/Assets
  • Household size
  • Qualifications
  • Best Practices

Study

Since the completion and release of the Consultant Policy Study (PDF) in 2016, APCHA administrative staff has drawn from it to establish some of APCHA’s primary policy initiatives. Along with internal analysis and research, the Consultant Policy Study has been the basis for many of the policy changes APCHA has enacted and will be enacting in the near future.
